Summer e-News – Legislative Update
Here’s the latest on key legislative developments, proposals, and ongoing conversations affecting election administration:
HB 4356: Voter Notification Requirement
A new bill would require voters who have not participated in an election for 10 or more years to receive a formal cancellation notice.
HB 4357, 4358, 4698 & 4699: Term of Office Bill Package
This legislative package proposes changes to the term start dates for elected officials, and township officers. The updates aim to ensure the administration of the oath of office has not been conducted until after the final canvass and certification of the election.
Local Precinct Consolidation (S02905’25 Draft 1)
The MAMC Legislative Committee continues to analyze in-person Election Day turnout to determine optimal precinct consolidation numbers and is seeking support of proposed language from several legislators.
Primary Date Shift Legislation
Conversations are ongoing with lawmakers interested in adjusting Michigan’s primary election date. While no formal proposal has been introduced, momentum is building.
HB 4602: Robust Logic & Accuracy (L&A) Testing Standards
Draft legislation clarifies that the Bureau of Elections may not rely on a single vendor or mandate a sole-source solution for L&A testing. This bill aims to promote transparency, vendor diversity and explainable replicability. MAMC has taken a formal position of support for HB 4602, and committee members have provided testimony on this bill.
Election Equipment Funding
Discussions led by Bill Zaagman have emphasized the urgent need for state financial support to assist local clerks in acquiring updated election equipment and technology.
Challenger Bill Update
The proposed legislation includes new requirements and restrictions, including:
- Mandatory accommodations for election challengers
- A ban on digital IDs for election identification
- Enhanced fines for violations
- Required posting of Bureau of Elections guidance on local government websites
Ballot Initiatives: Proof of Citizenship & Rank Choice Voting
Two new ballot initiatives have been filed. One requires proof of citizenship to vote, and the other initiative is to implement rank choice voting. Both proposal languages have been approved, and the groups have been authorized to start gathering signatures.

The MAMC Legislative Committee continues to work closely with lawmakers to help turn MAMC’s legislative priorities into reality. Through ongoing engagement and advocacy, the Committee is committed to advancing policies that support local election officials and strengthen Michigan’s election system.
